一、参赛组别

I. Participant Categories

本专业赛面向中国与东盟国家（文莱、柬埔寨、印度尼西亚、老挝、马来西亚、缅甸、菲律宾、新加坡、泰国、越南、东帝汶）的高校、科研院所、企业及其他社会团体等广泛征集参赛项目，按照企业组和团队组进行报名。

This Specialized Competition invites project entries from universities， research institutes， enterprises， and other social organizations in China and ASEAN member states （Brunei， Cambodia， Indonesia， Laos， Malaysia， Myanmar， the Philippines， Singapore， Thailand， Vietnam， and Timor－Leste）. Participants may register in either the Enterprise Group or the Team Group。

1. 企业组：在中国或东盟国家注册成立的企业。非上市企业（新三板或地方四板允许参赛）。以企业为报名主体的，应经营规范、社会信誉良好，无不良经营及违法违规记录，无不良信用记录。

1. Enterprise Group： Enterprises legally registered and established in China or an ASEAN member state. Only non－listed enterprises are eligible （enterprises listed on the National Equities Exchange and Quotations （the “New Third Board”） or on local equity exchange markets （the “Fourth Board”） are permitted）. An enterprise registering as the applicant entity must operate in a standardized manner， have a good social reputation， and have no records of improper operations， violations of laws or regulations， or poor credit standing。

2. 团队组：未注册企业的创业团队，包括但不限于高校、科研院所团队及社会创业团队。核心成员应为中国或东盟国家国籍，成员稳定、分工明确。

2. Team Group： Entrepreneurial teams that have not yet registered an enterprise， including but not limited to teams from universities and research institutes and other entrepreneurial teams from society at large. Core members must be nationals of China or an ASEAN member state； the team must be stable， with clearly defined roles among members。

3. 参赛项目要求：项目须在技术研发、市场拓展、供应链协作、团队构成或资本合作等任一维度，与中国及东盟国家存在明确、真实、可持续的合作关系或协同发展计划。

3. Project requirements： Each project must demonstrate a clear， genuine， and sustainable cooperative relationship or coordinated development plan involving China and ASEAN countries in at least one dimension， such as technology R＆D， market expansion， supply chain collaboration， team composition， or capital cooperation。

二、参赛要求

II. Participation Requirements

（一）参赛主体具有创新能力和高成长潜力，主要从事高新技术产品研发、制造、服务等领域的创新活动。项目知识产权归属清晰，无产权纠纷。知识产权归属主体为参赛企业或团队核心成员，若有特殊协议，须在报名时一并说明。

1. Participants must possess innovation capacity and high growth potential， and be primarily engaged in innovation activities in fields such as the R＆D， manufacturing， or servicing of high－tech products. The ownership of the project’s intellectual property （IP） must be clear and free of disputes. The IP owner must be the participating enterprise or a core member of the team； any special agreement concerning IP ownership must be disclosed at the time of registration。

（二）参赛项目应体现中国—东盟合作元素，具有面向东盟国家开展技术合作、市场拓展或产业化应用的潜力。

2. Projects should embody elements of China–ASEAN cooperation and demonstrate potential for technology cooperation， market expansion， or industrial application targeting ASEAN countries。

（三）每支参赛队伍核心成员不少于3人（含3人），原则上不多于6人。核心成员中，中国或东盟国籍的成员合计占比应不少于50％（含50％）。

3. Each participating team must have no fewer than three （3） core members and， in principle， no more than six （6）. Among the core members， those holding Chinese or ASEAN member－state nationality must collectively account for no less than 50％（inclusive）。

（四）前十四届中国创新创业大赛全国赛或全国总决赛获一、二、三等奖，以及前十一届广西创新创业大赛总决赛获等级奖（优秀奖除外）的项目不参加本届赛事；在往届中国—东盟创新创业大赛中获奖的项目不参加本届赛事。

4. Projects that won first， second， or third prizes in the National Competition or National Grand Final of any of the first fourteen editions of the China Innovation ＆ Entrepreneurship Competition， or that won graded awards （excluding Excellence Awards） in the Grand Final of any of the first eleven editions of the Guangxi Innovation ＆ Entrepreneurship Competition， are not eligible for this edition； likewise， projects that won awards in any previous China–ASEAN Innovation ＆ Entrepreneurship Competition are not eligible for this edition。

（五）参赛者存在不符合报名条件、同时申报多个项目等违规行为，组委会核实后立即终止其比赛进程，取消获奖及领奖资格。

5. If a participant commits violations such as failing to meet the eligibility requirements or submitting multiple projects concurrently， the Organizing Committee will， upon verification， immediately terminate their participation and revoke their eligibility for any award and prize。

（六）大赛遵循自愿参赛原则，参赛者退赛须提交书面申请，组委会收到书面申请后，于5个工作日内确认并回复，确认后参赛资格正式终止。

6. Participation in the competition is voluntary. A participant wishing to withdraw must submit a written application. The Organizing Committee will confirm and reply within five （5） working days of receiving the written application； upon confirmation， the participant’s qualification is formally terminated。
